This week’s Spokane Valley City Council meeting began with the pledge of allegiance and approval of the following meeting agenda.
General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting, either in person or via Zoom.
ACTION ITEMS
#1 – Consent Agenda
The Council unanimously approved the consent agenda, which included vouchers for paying city expenses, payroll and minutes from the May 12, 2026, May 19, 2026, May 26, 2026 and June 16, 2026 Council meetings.
#2 – Bid Award: Sullivan Road Preservation-Phase 1, CIP #365
This project replaces the deteriorating pavement on Sullivan Road from the Union Pacific Railroad bridge to Kiernan Avenue. It will include stormwater improvements, ADA upgrades, bridge deck sealing and bridge expansion joint rehabilitation. Staff outlined the request for bid process and reported that Inland Asphalt Company was the lowest responsive and responsible bidder with a bid of $2,568,767.50. The bid tabulation was included in the meeting packet.
A motion to award the Sullivan Road Preservation-Phase 1 project to Inland Asphalt Company in the amount of $2,568,787.50 and authorize the City Manager to finalize and execute the construction contract passed unanimously.
#3 – Urban County Consortium – Requalification Process
The Council discussed this item at the June 23, 2026 meeting. In 2023, the Council approved entering into a three-year interlocal agreement and participating in the Spokane County Community Development Block Grant (CBDG) Urban Consortium. Spokane County is due to re-qualify for entitlement status for 2027 through 2029 and Spokane Valley must decide whether to renew its participation in the Consortium or pursue other options. On June 23, 2026, Staff outlined four options:
1. Defer entitlement status and participate as part of the Urban Consortium with Spokane County
2. Accept entitlement status and receive CDBG funds directly from HUD
3. Accept entitlement status and enter into a joint agreement with Spokane County
4. Defer entitlement status and participate through the State CDBG program
Council reached consensus on June 23, 2026 to defer entitlement status and participate as part of Urban Consortium, as it has been since 2023. Staff discuss the cooperation agreement with council, the agreement must be executed by the first week of August.
A motion to authorize the City Manager to execute the Cooperation Agreement for CDBG and related funds passed with 6 votes in favor and 1 vote against.

EXECUTIVE SESSION
The Council went into Executive Session to discuss pending litigation, per RCW 42.30.110(l)(i). No action was taken upon return to open session.
