This week’s Spokane Valley City Council meeting began with an invocation, the pledge of allegiance and approval of the following amended meeting agenda. Mayor Laura Padden and Councilmember Al Merkel participated in the meeting remotely.
Special Presentation
Deputy Mayor Hattenburg presented the February You Rock! Community Recognition Award to Mr. Lance Beck, outgoing CEO of Greater Spokane Valley Chamber, recognizing his many years of service supporting, promoting and advocating for Spokane Valley businesses.
PROCLAMATION
Deputy Mayor Hattenburg presented a proclamation for National Sportsmanship Day, which was accepted by Phil Champlin, Executive Director of the HUB Sports Center.
General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting, either in person or via Zoom.
ACTION ITEMS
#1 – First Reading-Resolution 26-002: Surplus Items
This item was presented as an administrative report to Council at the Feb. 10, 2026, meeting. The City has accumulated items and equipment from the Streets and IT Divisions and Parks and Recreation Department, which have reached the end of their serviceable life. Staff plans to sell as many items as possible and dispose of the remainder.
A motion to approve Resolution 26-002 declaring as surplus certain personal property of the City passed unanimously.
#2 – Potential Grant Opportunity: City Safety Program (CSP)
The Council reviewed this topic at the Feb. 3, 2026, meeting. The Washington State Department of Transportation (WSDOT) issued a call for projects in October 2025 for its City Safety Program (CSP), which is designed to help reduce fatal and serious injury crashes. $30 million will be awarded statewide; no local match is required. The most frequent and most severe crash types in Spokane Valley are Angle(T) and Hit Pedestrian. Proposed projects aim to reduce crashes under this grant program are:
- Barker/Appleway Roundabout – Request Amount $4.3 million
- Appleway Pedestrian Crossings – Request Amount $1.1 million
- Arterial Pedestrian Crossings – Request Amount $1.1 million
A motion to authorize the City Manager, or designee, to apply for the City Safety Program grant for the projects identified in Table 1 passed with 5 votes in favor and 2 votes against.
NON-ACTION ITEMS
#3 – Homeless Outreach Program Update
City staff and SVPD Officer Dan Spiewak provided an overview of the city’s Homeless Outreach Team program, which consists of two dedicated Homeless Outreach Officers who work directly with outreach social workers. The outreach team is in daily contact with the city’s Housing and Homeless Coordinator, who serves as a point of contact for community members and coordinates the city’s response to community concerns related to homelessness within the city.
They shared data about 2025 outreach efforts/outcomes, positive trends within Spokane County, continued high levels of need, developing challenges in the regional housing instability crisis, and other challenges related to addressing homelessness.
#4 – Unplaced Art Donated by Spokane Valley Arts Council (SVAC)
The last Council discussion on locating donated art from SVAC was in 2022 and since then, the City has received two sculptures with two more in development. Staff reviewed locations where previously donated sculptures have been placed and potential locations for the remaining donations.
The Council was asked to consider locations where the art could be displayed and provided the following locations for staff to follow up on:
- Pines Cemetery – Owl Woman Calls Your Name
- Doris Morrison Learning Center – Otter Woman
- STA Argonne Station – Sun Blessing
- Spokane Valley Mall – Soulmates
Follow up with insurance claim information on Indomitable Spirit that was damaged in a hit-and-run accident.
#8 – Budget 101 Presentation, Part Two
In preparation for the Council’s Feb. 26, 2026, Winter Workshop and the June 9, 2026, Budget Workshop, staff presented the second of two administrative reports to provide a high-level overview of municipal budgeting and finance. Topics included recurring vs. nonrecurring activities, major revenues, fund balances, reserve fund and outstanding debt.
