This week’s Spokane Valley City Council special meeting began with the pledge of allegiance and approval of the following meeting agenda. The Council participated in a roundtable discussion. There were no action items or public comment.
NON-ACTION ITEMS
#1 – CenterPlace Discussion
In 2022, the Council instructed staff to collect data and evaluate CenterPlace operations. The City contracted with Johnson Consulting, Inc, who conducted an operational review and analysis. In 2025, staff provided a report of Johnson Consulting’s findings to the Council and several strategic recommendations to implement including updating rental fees and staffing levels. Staff provided an overview of CenterPlace’s development history, the voter-approved bond which funded construction of the facility, and an update on current operations. The Council was asked to discuss their vision for CenterPlace: possibilities included use as a community center, a profit center, an event center or a hybrid of all the above. Council affirmed the continued use of CenterPlace as a hybrid community and event center and home of the Spokane Valley Senior Center. Staff will next bring a discussion to Council regarding recommendations for rental fees and staffing levels.
#2 – Active Transportation Plan Round Table Discussion
On July 21, 2026, the Council received an administrative report on the Active Transportation Plan (ATP), and a public hearing on the draft plan was held on August 18, 2026. The Council was asked to discuss the draft ATP and provide input on the kinds of policies to include in the plan to improve safety for all modes of transportation within Spokane Valley. Staff agreed to engage the City Council in a prioritization exercise in the near future to help identify a prioritized project list that captures the city council vision and goals.
#3 – Comprehensive Plan Periodic Update: Goals and Policies Discussion
The Council discussed the draft Comprehensive Plan and the Periodic Update process. Specifically, the plan’s “Goals and Polices”. The Goals and Policies have been updated to reflect comments, improve clarity, reduce redundancies and more closely align with the City’s overall vision. Staff reviewed the Comprehensive Plan periodic update process, public participation, and outreach efforts, and the updated draft goals and policies.
#3a – Spokane County’s Urban Growth Area Expansion Proposal
The Council was asked to discuss and provide direction on a potential response from the City on Spokane County’s proposed expansion of the Urban Growth Area.
