Spokane Valley City Council Notes: May 26, 2026 RECAP

This week’s Spokane Valley City Council meeting began with an invocation, the pledge of allegiance and approval of the following meeting agenda.

General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting, either in person or via Zoom.

ACTION ITEMS

#1 – Consent Agenda
The Council unanimously approved the consent agenda, which included vouchers for paying city expenses and payroll and minutes from the following Council meetings: April 7, 2026, April 14, 2026, April 21, 2026, and April 28, 2026.

#2 – Construction Contract Award for 2026 Local Access Project – CIP #0384
In May 2022, the Council decided to allocate an annual portion of solid waste revenues to a new unit-price bid contract for pavement preservation. Staff described how this method differs from typical capital improvement projects (CIP). The 2026 Local Access Project will replace pavement and improve stormwater facilities for local access streets on multiple blocks in the Aloha East area and cul-de-sacs in the Ridgemont/Vera Crest neighborhood. Staff summarized the bid process and reported that the lowest responsive and responsible bidder was Inland Asphalt, with a bid that was 23% under the engineer’s estimate. The bid tabulation was included in the packet.

A motion to award the 2026 Local Access Project – CIP #0384 construction contract to Inland Asphalt Company in an amount not to exceed $1,800,000 and authorize the City Manager to finalize and execute the construction contract passed unanimously.

NON-ACTION ITEMS

#3 – 2026 Transportation Improvement Program (TIP) Amendment #1
The Council adopted the 2026-2031 TIP on June 17, 2025. The TIP is composed of transportation projects to be implemented within the next six years within the city. Periodically, amendments to the adopted plan are required. A list of the proposed updates for projects specific to TIP year 2026 was included in the packet. This includes existing projects with new funding sources, revised project phasing and adding new projects. This topic will be presented again at the June 16, 2026, TIP Amendment Public Hearing and presented to the Council as a proposed resolution.

#4 – Draft 2027-2032 Six-Year Transportation Improvement Program (TIP)
A TIP is a plan of transportation projects scheduled for implementation in the city within the next six years, to be used as a guide for carrying out a coordinated transportation program and a statement of Council support for the projects included in the TIP. There are 41 projects in the proposed 2027-2032 TIP, which include many project types, including bridge, intersection, reconstruction, preservation, pedestrian/bicycle, safety, stormwater, etc. Details of each project were included in the packet. A public hearing for the TIP is scheduled for June 16, 2026, along with Council’s consideration for approval of a resolution to adopt the TIP.

Staff summarized the TIP development process: once the TIP is approved by Council, staff will begin pursuing project funding through various funding programs.

#5 – Bid Award for the 32nd Avenue Preservation, CIP #355
This project is designed to replace the deteriorating pavement on 32nd Avenue from Pines Road to State Route 27. It also includes stormwater improvements, ADA upgrades and Intelligent Transportation System (ITS) installation. Model Irrigation District No. 18 needs a new water main installed within the project and has requested the work be performed as a component of the roadway project contract to minimize traffic disruption and save cost. The water main work will be identified as a separate bid schedule, as an additive alternate, in the construction bid documents. Due to project’s proximity to three public schools, construction is scheduled to take place during Central Valley School District summer break. The planned bid opening is June 3, 2026, and the request to award the bid is scheduled for June 9, 2026.
