This week’s Spokane Valley City Council meeting began with an invocation, the pledge of allegiance and approval of the following meeting agenda.
SPECIAL PRESENTATIONS
Mayor Padden and Councilmembers presented to May 2026 You Rock! Community Recognition Award to Rae Anna Victor and the Spokane Valley chapters of the Daughters of the American Revolution (DAR) and Sons of the American Revolution (SAR).
Mayor Padden, Councilmembers and Spokane Valley Police (SVPD) Chief Dave Ellis recognized SVPD Officer Catherine “Cat” Horton as the Greater Spokane Valley Chamber of Commerce and Lilac Festival recipient of the Spokane Valley Police Department Officer of the Year.
General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting, either in person or via Zoom.
ACTION ITEMS
#1 – Ordinance 26-007: 2026 Budget Amendment
This topic was previously discussed at the May 5, 2026, and May 12, 2026, Council meetings. The 2026 Budget was adopted by the Council on Dec. 9, 2025, and since that time, a number of events have occurred leading to the need for a budget amendment. Staff summarized the changes to the nine funds affected by the proposed amendment and provided additional explanations/modifications since the last presentation, as requested by the Council. The end result is a total revenue increase of $5,098,800 and total expenditure increase of $6,852,122. Of these increases, $1,950,000 reflects transfers between city funds.
A motion to approve Ordinance #26-007 amending the 2026 Budget passed with 6 votes in favor and 1 vote against.
NON-ACTION ITEMS
#2 – Spokane County Conservation District Update
Vicki Carter, Director of the Spokane County Conservation District, and Kohl LeRoy, Government Affairs Coordinator, provided a background of their organization and summarized their services, programs and funding. The District is discussing potential changes to their funding this year. A public hearing on the proposed district funding will be held on June 16, 2026, at 2:00 pm at the Spokane Conservation District office, located at 4422 E 8th Ave, Spokane Valley, WA. Members of the public are invited to attend and provide comments.
#3 – School Zone Speed Limit Revisions
The City periodically reviews school zone locations for compliance with state codes. Staff have identified a series of locations requiring modification. Staff provided details on:
• Locations not associated with a school, which should be removed
• Locations recommended for adjustments
• Proposed new locations
The Council reached consensus to bring forward a resolution to modify the Master Speed Limit Schedule at a future meeting.
#4 – Pavement Management Program: Surface Treatment Pilot Projects Review
As a pilot program, the City applied surface treatments to two neighborhoods on local access streets in 2023 and 2024. Staff reported on the treatment results and discussed additional locations scheduled for 2026.
#5 – World Cup Operations Update
Spokane Valley Police Chief Dave Ellis provided an overview of FIFA World Cup Operations for Spokane Valley and the surrounding area.
EXECUTIVE SESSION
The Council went into Executive Session to discuss pending and potential litigation. No action was taken upon returning to open session.
