This week, the Spokane Valley City Council held a special workshop meeting to discuss the following non-action item.

#1 – Comprehensive Plan Periodic Update: Transportation, Capital Facilities and Parks Elements
The Growth Management Act (GMA) requires that the City update the Comprehensive Plan and Development Regulations by December 2026. This latest version of the city’s Comprehensive Plan is titled Vision 2046. The purpose of the update, which is required every 10 years, is to bring cities up to date with changes to the GMA, recent case law, and changes in land use and population growth. To streamline the update development process, the Council will review portions of the draft elements of the plan over three different Council meetings.

Key features of Vision 2046 include:

• Managed Growth and Land Use:
The plan supports growth to efficiently use land while preserving neighborhod character.

• Targeted Infill Development
Encourages growth within urban areas to protect open spaces and optimize existing infrastructure and resources.

• Diverse Housing Options
Expanding housing types and affordability to meet demographic changes and future resident needs.

• Integrated Infrastructure and Resilience
Growth aligned with transportation and utilities, incorporating risk mitigation and environmental hazards.

On March 10, the Council received information about the Economic Development, Land Use and Natural Resources elements of the Comprehensive Plan update. On April 14, the Council reviewed the Housing, Utilities and Climate elements of the plan. At this meeting, the group discussed:

• Transportation
- Updated pedestrian, bicycle, and transit networks
- Current average daily traffic by road class
- Current and forecasted traffic volumes
- Current and forecasted roadway levels of service
- info

• Capital Facilities & Public Services
- New Growth Management Area statutory requirements
- Updated inventory to clearly identify City-owned facilities and City-provided services
- Added information for other contracted public capital facilities and services provided (for example, water, fire, electrical, natural gas, etc.)
- Additional references for the stormwater management plan
- Fire and Emergency Services levels of service

• Parks, Recreation and Open Space
- Parks System Map
- City Parks and Recreation Inventory
- Goal, Policy and Strategy Updates

The entire updated draft Comprehensive Plan will be presented to the Planning Commission and Council later this year, and the request for plan adoption will be presented to the City Council in late 2026.
